http://colorhunter.com — A great resource for finding color palettes. This tool allows you to upload an image and the website will give you a color scheme for that picture.
http://psdtuts.com — Has many cool and interesting tutorials for photoshop.
http://www.brusheezy.com/, http://inobscuro.com/brushes/, http://www.hybrid-genesis.com/ — All are great resources for brushes. Brusheezy especially has a lot of brushes and the search feature is amazing!
Getting Help
http://www.webdevforums.com — We all need some help with designing, and the people at this forum are a huge help. Its a bunch of regular people like you or I, and have great answers and its . . . just amazing! Its a really excellent forum and I would recommend anyone going to visit and registering.
http://www.webdesignforums.net — Another great resource to help out coders and designers. Both of these links are definitely a must to have!

http://www.alistapart.com — Im sure you all know about A List Apart, but it is definitely a great resource for any designer. Has great solutions to many web problems. I recommend checking it out!

http://www.webdesignerwall.com — I must go to this website 10 times a day! They have a bountiful amount of tutorials on CSS, Javascript, Graphic Design and WordPress. It is created and maintained by Nick La, whom is a brillant designer. If your looking into making your own theme for WordPress – I would look at his tutorial, it is details and precise!
